In general, you enter a high numerical penalty value for the most undesirable situations, lower values for situations that are acceptable but not ideal, and a value of zero for situations that are best, or that do not affect your operations. To prohibit a situation, enter a penalty value of one or more X's. For penalty guidance based on operational goals, see the Setup by Operational Goals (on page 1) section.
A few penalties are index values used to set thresholds or other characteristics (such as typical time to change a spreader, weight index values, and so on.)
